[lintian] lintian.d.o reports now hosted on static.d.o

Hi,

Yesterday, Peter Palfrader and I moved the lintian reports (the website
part) from lintian.d.o to static.d.o.  The consequences are:

 * If you need to SSH into the box running lintian, you need to use
   lilburn.d.o.  lintian.d.o now points to a different (set of)
   server(s).

 * After generating the lintian reports, we now have to run a script to
   push the update out.  This is done with:

     /usr/local/bin/static-update-component lintian.debian.org

   from lilburn.d.o

   - I added it to the cronjob, so todays run should do this
     automatically.
