Bug#723854: evil prohibition downgraded to no-no-evil suggstion

The lintian tag license-problem-json-evil, added per BTS 692616, should
have its description modified ... because those files have been
relicensed under free terms!  So now, people should be told to get new
version of the cson files, without the problematic prohibition on evil.

upstream is included below.

If someone who has edit rights would care to edit the immutable page
https://wiki.debian.org/qa.debian.org/jsonevil appropriately, that would
be great.  It might also be a good idea for someone to scan back for
bugs tagged json-evil-license, open or closed or archived, and alert the
relevant maintainers of this change.

Hello, fellow developers,

i am happy to announce that the author of cson's underlying JSON parser has
given me permission to strip the "do no evil" clause for the copy used with
Fossil. That will happen immediately, simplifying Fossil's integration into
Debian :).

You have my permission to strip out the "use for good, not evil' part for
you use in Fossil SCM.
