PLease add checks that would study the files uder debian/patches/ and
their compliance with DEP 3[1].

AFAICT there has been no changes here, so I guess this is "left to me".
 So as promised, I will tag it wontfix.  At the same time I am taking
the liberty of closing it so it does not clutter the Lintian bug page.
