Bug#714437: lintian: distribution target check not case-sensitive

Dear Maintainer,
running lintian with those flags: lintian --pedantic -E --color auto -i -I
it does not generate any warning or error if the target is "UNSTABLE" rather
than "unstable" in debian/changelog.

However the checks performed automatically on mentors issue such an error.

So I believe it would be better to have the same set of errors also in the
local version, to avoid extra uploads.
