Bug#698944: lintian: Add check for i18n/l10n package names

Hi!

There seems to be some confusion when it comes to naming localization
packages. Internationalization is the code or process of changing a
project to allow support for localization. Localization is the stuff
the specific teams do to localize the software to their own locale,
like translations, specific images, sounds or voices, etc.

Given this, it would be nice if an error is emitted when a
localization packages, those containing only *.mo, *.qm,
langpack.*\.xpi, or localized man pages under /usr/share/man/LL/*
is named as «.*-i18n(-.*)?», and ask to rename to -l10n.

And to try to get our namespace unified, it would also be nice if
any packages containing only those files listed above, not named
-l10n would get a warning. We currently have a mix of naming
conventions, with -locales being the less used one.
