It is file in stable causing this issue:

$ file --version && file lzma443/lzma.txt
file-5.11
magic file from /etc/magic:/usr/share/misc/magic
lzma443/lzma.txt: ASCII text
$ scp lzma443/lzma.txt lintian.debian.org
$ ssh lintian.debian.org file lzma.txt
lzma.txt: MS-DOS executable (built-in)
