This problem is that packages are not re-checked when a new version of
Lintian is uploaded. So the tags emitted for a given package will
remain the same until a new version of that package is uploaded (or we
do a full run).
Basically, we would need to solve #660732 to make this happen (so I am
merging this bug with #660732).
