Bug#698610: lintian: Some checks should not be triggered if a package is in section metapackages

Hi,
IMHO the following lintian warnings should not be triggered if the
binary package in question belongs to the section "metapackages":
* empty-binary-package
* depends-on-packaging-dev
Not as obvious, but nevertheless often happenening for me with
metapackages is the following warning:
* extended-description-is-probably-too-short
I'm not sure if it would be a good idea to totally suppress that warning
for packages in section metapackages, but maybe the check's severity
should be lowered in that case.
