Bug#673029: lintian: Warn when content is installed in deprecated /etc/dhcp3/ hierarchy

Some deprecated application (plus Samba) still install content in /etc/dhcp3/
even though the ISC DHCP tools in stable have migrated to /etc/dhcp/ at the
previous Debian release. It would therefore be desirable for Lintian to tell
the maintainer to migrate their content, where appropriate.
