Bug#658474: [checks/version-substvars] please extend version-substvar-for-external-package

version-substvar-for-external-package currently only triggers for 
(Pre-)Depends fields and "=" relationship. I believe it should be 
extended also to Conflicts and Breaks, and to all binary relationships.
