Bug#684286: lintian: Please add check for MA:foreign package with files in /usr/lib/$triplet

Hello,

I believe having a package that is shipping files in /usr/lib/$triplet
while declaring itself MA:foreign will be an oversight on the part of
the maintainer for the vast majority of the cases.  Please consider
adding a test for this.
