If we remove the case for /usr/doc in checks/files, it looks like it would
fall through to FSSTND-dir-in-usr, which should be good enough. We would
lose checks for /usr/doc in udebs since udebs are exempt from
FSSTND-dir-in-usr (although I'm not sure why?), but that doesn't seem like
a big deal.
