Bug#626454: lintian: False positive: copyright-should-refer-to-common-license-file-for-gpl

Dear Lintian maintainers,

in my package embassy-phylip, there is a comment saying that the
package is not GPL despite a copy of the GPL is distributed with the
sources. This triggers the copyright-should-refer-to-common-license-file-for-gpl error.

When Lintian starts to take advantage of DEP-5, perhaps you can
consider to exclude Comments fields from the copyright-should-refer-to-common-license-file-for-gpl check.
