Bug#646420: lintian: dpatch (esp. its makefile interface) is deprecated

The dpatch makefile has been a compatibility layer (and hence,
semi-deprecated) since dpatch 2.0, uploaded in November, 2003.
Furthermore, dpatch itself is now deprecated[0] too. The attached patch
(against git head) adds its makefile to the deprecated makefiles list.

Since the whole of dpatch is deprecated, and it can be used even without
including its makefile, so adding dpatch to
data/fields/obsolete-packages might make sense too. But perhaps not at
this time, since the deprecation is very recent, and wheezy will still
have dpatch.
