lib/Lab.pm: Create a poolized lab
Create a basic poolized lab. This bumps LAB_FORMAT 10.1 to ensure it
is not used with a 10 Lab and to imply the "new" format has not been
completed.

Added prototype support for Package List files in the Lab
With this the Lab will use the packages-list files in the lab as
meta-data cache to serve Lab::Package objects via its new get
method.
