I believe that Lintian is correct here. Stand-alone License paragraph matching each license short name listed in the first line of License is required only if remaining lines of the field are left blank. But this is not the case here:
Files: UniversalDetector/universalchardet/* Copyright: 1998, Netscape Communications Corporation License: MPL-1.1 or GPL-2+ or LGPL-2.1+ The contents of this file are subject to the Mozilla Public License Version 1.1 (the "License");
[snip - many more lines]So in my understanding, MPL-1.1 and GPL-2+ license paragraphs are indeed unused here.
