Hi,

Running lintian with --verbose --quiet at the same time produces output
that is different from "lintian --verbose" and "lintian --quiet".  Until
now this has been difficult to spot, since the only message that "--quiet"
suppresses is the "override" statistic in the end[1].  With the coming
changes this becomes "more visible" as there are now more messages
suppressed by --quiet.

Code-wise, they are basically disjoined[2], but their names (and
documentation) implies that they are related.

[1] Which is not printed if there are no overrides anyway.

[2] --verbose enables  v_msg but not msg
    --quiet   disables msg but not v_msg
