Bug#591665: lintian: proposed new check: non-space after comma

lintian already checks for common misspellings / capitalisation
errors, among others in the package's description.
I suggest it also check for anything else than space (including
newline or end of file) after punctuation (comma, semicolon, full
stop, ...). E.g. as in bug #591664.
