I just noticed this bug but I probably won't have time to take a look at it 
any time soon.

For example, the report for the php5 package reads:

php5 (5.3.2-1) [Uploader] Info PTS Bugs 
 
php-pear
W binary-without-manpage 
	usr/bin/pear
	usr/bin/peardev
	usr/bin/pecl
W extra-license-file 
	usr/share/doc/php5-common/PEAR/PEAR/LICENSE
W out-of-date-standards-version 
	3.8.2 (current is 3.8.4)

php5-common
E missing-dependency-on-phpapi

out-of-date-standards-version is misplaced.
