Please file a wish report against lintian with the list of locales
that are being renamed so that it warns about them. E.g. (from the
examples you gave)

xx_XX -> yy_XX
xx_ZZ -> pp_ZZ

Locale codes without the country code are also possible but they would
need to have a direct translation (e.g. xx -> yy_XX or xx -> yy).


The same applies to any other locale that is being renamed or in the
case one form is being standardised or any other similar situation.
Just file the wish report.

P.S. for the next lintian release (2.4.0) I'm just going to add the
list of ISO 639-3 codes to the list of valid locale codes. Will switch
to those in SUPPORTED once the (e)glibc people comment.
