hey,

cryptsetup initscripts (cryptdisks and cryptdisks-early) require the
rootfs to be mounted, but need to be invoked before any other filesystem
is mounted.

thus a dependency on $local_fs would be wrong, while the dependency on
checkroot is right. either another virtual facility $root_fs is
introduced, or the dependency on non-virtual facility checkroot needs to
be accepted.
