Bug#586313: [new check] Check if package contains .la file

Hi,

The removal of .la file from package is a squeeze release goal (see [1])

Then it could be interesting to add lintian checks for that.

Actually two checks could be added, one for checking if a package
contains a .la file and an other for checking if this .la file has a
non-empty "dependency_libs" field.
