Bug#585734: lintian: -dbg packages should recommend *or* depend on all binary packages

Currently lintian requires that -dbg packages depend on all packages
they contain debug symbols for. In my opinion this should be change to
allow -dbg packages to list the packages in Recommends or Depends.
The reason for this is to avoid installing a lot of unnecessary packages
if you just want to debug something in one of the packages. zbar is a
good example for that: Imagine you want to debug an issue in libzbar0 on
a server without X and you install zbar-dbg, which depends on all binary
packages it contains debug symbols for. You'll have to install
- QT
- GTK
- xorg
- Python debug stuff
and a lot more packages just to debug the issue in libzbar0.
Recommending the packages would have avoided that.
In the case of zbar it would make sense to put libzbar0 into Depends as
all packages need the library, though.
