See dpkg bug #103563 which triggered emacs20 bug #103564

Sorry, the lintian version mentioned above is not the one I´m using.  I just
only on a potato machine mail access and so I write from here.  The bug is
against  lintian 1.20.13.

We never did write a Lintian check for this, but at this point I think
it's no longer relevant.  install-info now uses triggers, so Debian
packages no longer register info files and all installed info files are
automatically registered.  Since Lintian warns about all calls to
install-info, there's no longer a need for this specific tag.
