I think that's a separate bug, but certainly wouldn't object to such a
test being added.  I can't think of a good reason to ever use = with an
explicit version number in a dependency on another package built from the
same source package in debian/control.  (There is one obscure case where
you may want to use = with a version number for a package build from a
different source package; see the MIT and Heimdal versions of the Cyrus
SASL plugins.)
