Packages that use the debhelper plugin architecture with quilt need quilt >=
0.46-7.  It'd be nice to have a lintian check to throw an error if someone
doesn't specify a versioned depend on quilt, but use the new plugin architecture
(would make backporting things a lot nicer!)
