I don't understand what behavior is controlled by this flag.  Could you
explain what startup notification is, why it's off by default, and what
turning it on does?

Also, could you explain why falling back on implementation-defined
behavior is bad?  Usually I would consider that a good thing, since it
means the desktop environment or the user can choose a default appropriate
to their preferences, but since I don't understand what startup
notification is, I might be missing something.
