The php4-cli dependency; see Bug#485954. We dropped it, re-added it,
and then dropped it again. At this point, I think it should stay
dropped since PHP 4 isn't even available in stable.
I've clarified the long description for that tag since right now nothing
explains why you'd get that warning by depending on an old version.
