debhelper 7.2.3-related changes

Hi Russ et al,

Is anyone handling the 7.2.3-related changes?
As far as I can see they are:
Dropping the installdocs and installmenus checks,
test for $level <  5 for package-uses-deprecated-debhelper-compat-version,
add dh_bugfiles to the %versions hash in checks/debhelper

Lots of people are asking on #-devel and #-mentors what to do due to the
install* checks so I think they should be addressed ASAP.
