Applied with a few changes:

* Packages should be able to remove diversions they didn't add in their
  preinst or postinst so that they can clean up after previous versions of
  the package.

* If no --package flag is given, that's the same as giving --local, so it
  should get the same diagnostic.

* Line numbers within the maintainer scripts are useful for tracking down
  what's going on.
