Bug#516221: Checks for dpkg-divert

Hi,

I think it would be more appropriate if this check was merged in
checks/scripts.

Wrt the check script itself:

>     last unless (open (IN, '<', "control/$maintscript"));
are you sure you didn't mean 'next'?

>                     die "Internal error: \$mode has unknown value: $mode";
replace die with fail, and use Utils (fail);

Once the check is merged in 'scripts' [^#] won't be needed anymore.
