Bug#560053: lintian: Please update "depends-on-old-emacs" warning

Since emacs21 isn't in the archive at all, listing it as an alternative in
a dependency no longer has any real effect, so I don't think that
upgrading that particular warning to an error is warranted in this case.
Generally the line drawn is between something that's actively broken
(error) versus something that isn't best practice (warning), and I don't
think including emacs21 in an alternative would break anything.
