Bug#554025: lintian: *patch-missing-description should recommend following DEP-3

Done for quilt for the next release. The DEP-3 syntax in a dpatch patch
won't be recognized by Lintian as a valid patch comment since it doesn't
start with "# DP: ". I don't know if that's a bug in DEP-3, in Lintian,
or in dpatch. For the time being, I've not mentioned it in the dpatch
tag.
