Bug#541119: lintian: [checks/changelog-file] Please make it possible to mark very old entries as such

Looking at the source for Parse::DebianChangelog, it looks like the best
solution is to add the line:

Old Changelog:

before the problematic portion at the end of the file.  It will then
ignore that line and everything after it without you having to change
history by changing those entries.

Does that sound good?  If so, I'll document it in the long description of
this Lintian tag.
