SUGGESTION

Add a --pedantic check for capitalized first word in Description field.

Sorry, no.  Some people in the project feel very strongly about
capitalizing the first word (me, for instance) and others feel very
strongly about not doing so.  We used to have this check and it was
massively unpopular.  Lintian isn't going to pick a side.
