Bug#535308: Manpages check script doesn't ignore draft mode

Thanks, I've applied a modified version of this patch.  I suspect that
the underlying problem is still there (in that those dashes are being
treated as hyphens), but none of the solutions we recommend work in that
case and I think it's better to just be quiet about it in that edge
case.  Presumably people using draft mode know what they're doing.
