Bug#527843: "symlink-has-double-slash" should be pedantic, or?

foo/../bar is *not* minor; it's a violation of a Policy should, and
therefore needs to stay important.  It will actually break things, such
as symlinking of directory hierarchies to different disks.

foo//bar is a bug according to Policy, but a minor one.  I can agree
with downgrading it to minor, but not lower than that.

The KDE localization packages are buggy and need to be fixed.  It's a
trivial fix.
