Bug#525005: quilt-build-dep-but-no-series-file misleading for empty series file

Lintian sees them the same because diffs can't create empty files, so
having an empty series file in a non-native package turns into having no
series file once a source package is generated and then unpacked.

I'll add something to the description that clarifies that.
