Bug#513086: Lintian could provide some hints how I can repeat a certain check myself

I definitely agree that this is a good idea.  I've added instructions for
those tags and went through the rest of shared-libs.  I think it's best to
deal with these on a case-by-case basis (unless anyone feels like doing a
comprehensive audit of all of our tag descriptions, but there are 770
tags), so please open a bug whenever you see a tag where the existing
details aren't sufficient.
