I do in fact agree that there should be some way to refer to the
latest and greatest version of the licence, but IMHO the main
reference should be to the specific version mentioned in the copyright
file.

Maybe a symlink called 'GPL-latest' could be added (plus one for LGPL
and another one for the GFDL).

Better cloning and blocking so we don't forget to implement the check
at any later time.
