lintian doesn't emit wrong-bug-number-in-closes on the following case:

> Version: 0.1-1
> Distribution: unstable
> Urgency: low
> Maintainer: John Doe <john@mail.org>
> Date: Fri, 18 Jul 2008 19:26:03 +0200
> Closes: 0
> Changes:
>  foo (0.1-1) unstable; urgency=low
>  .
>    * Initial release (Closes: #0) # there was no previous ITP
