Bug#474590: lintian: Enable and optionally require reason field for overrides

As overrides shouldn't be used unless logically required, it's a lack
that there is no way to add a reason for an override, except using a
comment, which are not really parseable, and few people read those.
So I propose to add a way to add a reason for the override, and perhaps
also make it required to do so (eventually only as a lintian
error/warning).
