Bug#464511: detect a fully vaild .po file as non-valid

While building the newest debian-edu-install I've detected that lintian
raises a warning about:
misnamed-po-file debian/po/nds.po

Actually this is a fully valid .po file, so there seems to be a bug in
lintian.
