awk is "de facto essential"

lintian complains about dependencies on awk: "awk is a virtual package,
but it is special since it's de facto essential."

So far as I can see, the highest-priority implementation of awk is mawk,
which is Priority: required but not Essential. What is the basis for
this "de facto essential"?
