Lintian does not complain about missing binary-arch or binary-indep target in
debian/rules. But when I upload an archive to mentors.debian.net I get the
following 2 Lintian errors :
E: kio-ftps source: debian-rules-missing-required-target binary-arch
N:
N: The debian/rules file for this package does not provide one of the

N: clean must be provided, even if they don't do anything for this
N: package.

Ok, thanks. I'm closing the bug report in that case.

lintian runs a different set of checks on source packages and binary
packages. That's somewhat unavoidable - debian/rules only exists in the
source package, for instance, so running lintian against the binary
(.deb) package can't highlight any issues with the rules files.
