Bug#501523: lintian: avoid diagnostics intended for NMUs when processing local-use packages

I just built myself a local package of a new upstream version of mercurial,
since I need it now and the freeze means it's unlikely to show up in unstable
soon.  And then I ran lintian on it, because I'm that kind of OCD.  It
issued two warnings: changelog-should-mention-nmu and
source-nmu-has-incorrect-version-number.

The top entry in the change log looks like this:

mercurial (1.0.2-0~local1) unstable; urgency=low

  * Local package of mercurial 1.0.2. 
    - patches/CVE-2008-4297 incorporated upstream.
    - patches/backport__CVE-2008-2942-fix incorporated upstream.
    - patches/backport__svn1.5-fix incorporated upstream.
    - patches/deb_specific__use_sensible-editor rediffed.

May I suggest that the presence of the word 'local' in the version number,
and/or the phrase 'local package' in the change log entry, should suppress
these two warnings, since IMO it is obvious that this is not a malformed
NMU?
