The logical way to implement this imho would be as --override-file, which would then also fix #376477 (allowing overrides to be specified for .changes file checks).

A potential issue would be that if you're running lintian with --show-overrides then there wouldn't be an obvious means of determining whether an override came from the ftpmaster-provided file or from the package's own override file.
