Primarily source packages, but "both" would also be good.

In which case, as Russ mentioned, lintian has the capability of dividing such issues in to those that should be flagged only if they appear in the Debian diff, and those that should also be flagged if they appear in the upstream source.

If the upstream source contains a "BTS data" directory, would you expect that to be flagged? The general text used in such cases suggests that in such cases a bug should be filed upstream regarding the issue.
