I've developed a test for this, using the description below; it's based
on a combination of your suggestion and my reading of po-debconf(7).
I'm happy to commit the changes - with the tag commented out if that's
best - but haven't done so yet as I wasn't sure whether Frank / Russ
would prefer I simply kept it locally until after the release.

Using __Choices allows each choice to be translated separately, easing
translation and is therefore recommended.

Instead of simply replacing all occurrences of "_Choices" by
"__Choices",
apply the method described in po-debconf(7) under "SPLITTING CHOICES
LIST", to avoid breaking existing translations.
