Bug#484359: [frontend/lintian] Urgencies are case-sensitive

Thanks; I obviously overlooked the fact that policy specifies the field
to be case insensitive.

For what it's worth, if it's a bug in britney then it's also a bug in
dak as the latter will produce a warning for upper-case versions (which
is what lead to the discussion mentioned above).
